Employment Development Manager

AT-WILL EMPLOYMENT: Employment with Kuhn Employment Opportunities, Inc. is at will.  This means that the employment relationship is terminable, with or without cause or notice, by either party for any reason or for no reason.  No one associated with Kuhn Employment Opportunities, Inc. has the authority to make any promises contrary to this at-will definition.


SUMMARY:  Reporting to the Director of Support Services and Employment Development, responsible for new site development, work procurement and coordination of job development activities.  Establishes and maintains quality assurance/ improvement measures for customer satisfaction and ensures compliance with Department of Labor regulations.  Implements and monitors policies, procedures and outcomes to insure quality services for participants served.  Participates in program budget development and manages contracts within budget guidelines.  Works in conjunction with the Program Managers to make certain sufficient and appropriate work opportunities are available to meet participant needs. Promotes the mission of Kuhn as it relates to employment opportunities within the business community and acts as a liaison with stakeholders to promote Kuhn in a positive manner within the community at large. 




ESSENTIAL DUTIES/FUNCTIONS:  This position requires typical work operations and responsibilities as to but not limited to:


  1. 1.                  Treat all program participants with respect and dignity in all interactions.         
  2. 2.                  Develop and procure job sites and subcontract work in compliance with all policies, rules and regulations. Responsible for agency compliance with State and U.S. Department of Labor standards.
  3. 3.                  Implement, monitor and maintain procedures to support cost effectiveness of all work contracts.  
  4. 4.                  Represent Kuhn within the business community to promote the agency mission and create employment opportunities for participants via networking and participation in business associations such as the Rotary and Chamber of Commerce.      
  5. 5.                  Ensure high standards of quality assurance to contractors and employers, as well as, positive relations with the business community.
  6. 6.                  Establish and maintain effective communication with all Kuhn staff and management.
  7. 7.                  Work in conjunction with other management staff to identify employment opportunities appropriate to meet participant needs.
  8. 8.                  Actively participate in job development activities agency-wide to ensure well-coordinated communication with area employers.
  9. 9.                  Meet with the Production Specialist to provide supervisory support on an ongoing basis and for disciplinary action when needed.  Document personnel actions and staff performance evaluations in accordance with Kuhn policies. 
  10. 10.              Maintain practices and procedures that support evidence-based/ best practices, Outcome Measures and funding source requirements.

  1. 11.              Complete all required documentation in a timely manner.
  2. 12.              Assist in the maintenance of current, confidential record keeping systems for participant information.
  3. 13.              Work cooperatively with other administrative staff to develop and implement appropriate training activities.
  4. 14.              Monitor for a safe physical environment all staff and participants.
  5. 15.              Maintain exceptional attendance and timeliness on an ongoing basis.
  6. 16.              Other duties as required.



  1. 1.                  Responsible for performing work duties in a safe manner, adhering to all established safety procedures and providing input into enhancing overall agency safety.   
  2. 2.                  Solicit input from and work collaboratively with other Kuhn Managers to make certain sufficient and appropriate work opportunities are available to meet participant needs.
  3. 3.                  Works with and assists others as required.  Performs additional duties at the request of the management.
  4. 4.                  Represent Kuhn in a professional manner and work cooperatively with stakeholders to ensure that the mission of Kuhn Employment Opportunities is achieved.
  5. 5.                  Participate in relevant seminars/ conferences; keep abreast of current trends in business and rehabilitation. Attend trade association and other pertinent meetings.



  1. BA in Business, Human Services or related field plus minimum of 3 years vocational program experience. 
  2. Excellent interpersonal and customer service skills.
  3. Effective communication skills and proven ability to work as a team member.
  4. Strong organizational and time management skills.
  5. Obtain and/or maintain CPR certification/ First Aid Training.
  6. Valid Connecticut drivers license.
  7. Automobile insurance in force per Kuhn’s specifications when using personal vehicle for work related purposes.
  8. Possesses basic computer skills.
